Walk past the construction site in Downtown Celina on any given morning this fall and you can hear it before you see it — the rhythmic percussion of a project in its final, most visible phase. Steel and concrete have risen where older, quieter blocks used to sit, and the outline of something genuinely ambitious is now readable against the North Texas sky.
The structure going up is the Celina Downtown Center, a $59 million civic project that will consolidate city services and deliver a public library unlike anything Celina has had before. City officials are targeting February 2027 for the opening, which means the construction crews working through this fall have a hard deadline to meet.
What’s Actually Being Built
The numbers help tell the story. At its core, the Downtown Center will house a 26,209-square-foot public library spread across multiple floors — roughly four times the footprint most residents associate with the current branch on East Pecan Street. That building has served Celina faithfully, but it was designed for a city that no longer exists in terms of population.
Beyond the library floors, the project includes a rooftop community space, which planners envision as a gathering point with views of the downtown corridor. An adjacent four-story parking garage — with nearly 400 spaces — addresses one of the more practical challenges that comes with concentrating civic activity in a historic town square: where does everyone park.
The center will also absorb the administrative offices currently operating out of City Hall on Ohio Drive, consolidating day-to-day city business under one roof and freeing the Ohio Drive building from its current duties.
Why the Library Floor Plan Matters
Celina’s population growth over the past decade has put real pressure on every public institution in the city, and the library is no exception. A multi-floor design gives the Celina Public Library room to separate functions in ways a single-level building simply cannot — children’s programming on one floor, quiet study on another, community meeting space somewhere else entirely.
That kind of separation is not just a comfort issue. It is a functional one. A library trying to host a toddler story hour and a high school student cramming for exams in the same open room serves neither group particularly well. The new building’s layout was designed with those competing demands in mind.
The rooftop element is less common for a Texas municipal library and signals something about how the city sees the space — not purely as a books-and-computers facility but as a destination where residents might choose to spend an afternoon even when they have nothing specific to check out.
The Library Has Not Been Waiting to Grow
While the physical building takes shape, the library has not stood still. In March 2026, the Celina Public Library expanded its digital catalog through the hoopla app, giving every library card holder on-demand access to e-books, audiobooks, comics, movies, and music at no added cost. No waiting lists, no per-item fees — just a card and a phone or tablet.
That kind of digital expansion, rolled out ahead of the building opening, suggests the library’s leadership understands that the new facility will not matter much if residents have already lost the habit of engaging with the institution. Hoopla is a bridge, keeping those connections active while construction continues.
A February Deadline That Concentrates the Mind
Construction timelines on projects of this scale are rarely perfectly clean, and the Downtown Center has had its share of complexity. But with a February 2027 opening projected, fall 2026 is crunch time. Interior finishing work, system testing, furniture installation, collections staging — all of that follows the structural work that is visible today.
The City of Celina has not announced a formal ribbon-cutting date, but given how central the building is meant to be to daily civic life, an opening in winter would still allow residents to walk through the library’s new floors before the spring season arrives.
A Square That Is Being Rebuilt Around Itself
There is something specific to Celina in all of this. The Downtown Square has remained the city’s social center through years of rapid suburban growth to the south and east. Friday Night Markets draw crowds to those same blocks where feed stores and local banks once anchored the economy. Oktoberfest fills the streets seasonally. The decision to site a $59 million civic project here, rather than on a greenfield lot with easier construction access, says something deliberate about where city leaders think Celina’s identity lives.
The building going up right now is meant to anchor that square for the next several decades — a library large enough for the city Celina has become, with a rooftop that lets residents look out over the place they have chosen to call home.
